Councillors approved first reading of a borrowing bylaw that could see the county borrow as much as $5.08 million to upgrade 195th Avenue.

The county plans to upgrade the road, from Highway 28 east to the border with the City of Edmonton, hopefully in advance of the opening of the Anthony Henday Drive ring road in 2011.

The ring road will close several accesses along Highway 28 and 97th Street — including the main access to the Edmonton Garrison — and county administration believes 195th Avenue needs to be improved to handle increased traffic.

The county applied to the federal Building Canada grant program for $3 million and are hopeful they will receive a total of $6 million when combined with matching dollars from the province.

The project, which would completely upgrade the road before paving it, is expected to cost as much as $11.08 million.

Newly minted Sturgeon Coun. Tom Flynn took his seat last week.

With the elections results certified Flynn was sworn in as the councillor for Division 2.

Flynn was elected in a landslide April 27, the byelection was necessary after former council Mark Oberg stepped down.

Council had originally hoped to swear Flynn in on April 28, but had to wait four days to certify the election results.

Flynn received 280 votes while his closest competitor Craig Toth had 134 and Barry Lupyrypa came in third with 125.

Flynn, who comes from a business background, ran for council previously in 1998, but was unsuccessful.

Sturgeon County libraries may want to invest in more large-print editions after councillors decided to give free memberships to seniors during seniors’ week.

The annual seniors’ week runs provincewide June 1 to 7 and Sturgeon is recognizing it with free library cards to seniors who come in that week.

The county estimates the initiative will cost them approximately $600 based on roughly 1,600 seniors in the county and a small percentage of them expect to apply.

Sturgeon County residents can receive memberships at libraries in Gibbons, Bon Accord, Redwater, Morinville and the Edmonton Garrison.

Fees for the annual memberships range from a low of $5 in Gibbons and Bon Accord to a high of $20 in Redwater.
