Fraudster faces new charges

A former St. Albert man who was sentenced to three-and-a-half years in prison earlier this year, faces even more legal troubles.

Lloyd George Carr has been charged with two counts of uttering forged documents and a single count of fraud in Flin Flon, Man.

Carr was sentenced in Edmonton earlier this year for a massive fraud that took $634,250 from government coffers.

Carr was an executive director with the Alberta Alcohol and Drug Abuse Commission and directed funds under his control to outside agencies including the Alberta Lung Association for anti-smoking campaigns.

The money would go to the outside agencies who would take some of it for administrative costs, before passing it on to a consultant they believed was working on the campaigns. In fact, the consultant position was a front to funnel cash back to Carr.

Carr took a total of $481,414 during the frauds.

News reports about Carr’s sentencing prompted fresh concerns at his employer, the Norman Regional Health Authority in Flin Flon, where he was working as a counsellor. Carr no longer works for the agency.

After looking into the matter the health authority contacted the RCMP, said Sgt. Nolan Suss with the Flin Flon detachment.

“They brought it to our attention.”

At the first day of his sentencing hearing, Carr’s defence lawyer told the judge he had been working as a house painter in Swann River and made no mention of the work in Flin Flon.

After their investigation, police allege Carr provided a false doctor’s note to the health authority indicating he needed a medical leave for a cancer diagnosis and that a bachelor’s degree in social work from the University of Calgary he presented when he started work were both forgeries.

Carr will make his first court appearance on the new charges on Sept. 1 in Flin Flon.
