Katy Holman is a very knowledgeable person who writes about topics of Nursing Schools.
She cites "5 Reasons Why People Devalue the Elderly":

1. Us-versus-them mentality.
2. The tendency to "shoot" our weak and wounded.
3. Lack of compassion.
4. The idea that one's value is based on what one can contribute to society.
5. Youth-centric culture.

I think that Council's comments/actions re: free Servus Place memberships for over-80s, demonstrates their "real thinking". However, they should not be condemned for having "feet" of clay. I believe that they sought after and achieved the lowest common denominator. I apologize for anticipating a too high bar of leadership.
