LETTER: City must regulate scooter use

I was dismayed to see two electric scooters abandoned on my property. Can't we find bicycles? Are we incapable of walking? Do we want this disposable entitlement to continue? I'm shocked. Don't ban them. Regulate them. It's not that difficult.
