The man who shot an RCMP officer and auxiliary constable on Saturday was said to show no remorse or understanding of his own impulsive or aggressive behaviour, based on a 2006 parole board report.

Shawn Maxwell Rehn, 34, was found dead Saturday in a Sturgeon County home, hours after he shot Const. David Wynn, 42, and Auxiliary Const. Derek Bond, 49, inside the Apex Casino in St. Albert. He was no stranger to police.

Rehn had a criminal record that shows hundreds of charges, and more than 55 criminal convictions. The 2006 report said Rehn was likely to commit an offence involving violence before the expiration of his sentence.

“Your crimes are continuous and increasing in seriousness and often resulted in serious psychological, emotional and financial harm to the victims,” the report said.

Rehn was first convicted for assault in 1995, at the age of 15. From there, his record continues into adulthood, with numerous charges for assault, drug use, property and weapons offences. He continuously resisted arrest, attempted to escape custody and breached court orders.

At the age of 32, he served his second federal sentence of three years. Among his charges were possession of stolen property, a loaded weapon, drugs and a stolen credit card.

The last time he failed to show up at court was on Nov. 28, 2014. Instead, he was caught driving dangerously while disqualified, in a car displaying unauthorized plates and without insurance. He resisted arrest.

Following the shooting of the two RCMP officers Saturday, Commissioner Bob Paulson said at a media conference that RCMP are looking for an in-depth analysis of how it is that “this individual came to be free.”

“He represents a significant accumulation of criminality and behaviours that I think will require the RCMP and other stakeholders in the criminal justice system to examine how it is this person was walking among us,” he said.

Records indicate that no psychological or psychiatric report existed to assess Rehn for his potential to commit violence.

Drug use, unemployment and lack of education were considered contributing factors in his crime cycle, though Rehn made few attempts to change his behaviour according to parole reports.

In 2009, a woman with whom Rehn had a daughter, applied for an emergency protection order. She said he was drug addicted, paranoid and violent.

She told police that Rehn assaulted her numerous times, choking her, ripping out her hair, calling her profane names and throwing a punch at her. One time, he forced her and her daughter to sleep in a room with a loaded gun, fearing that people were coming after him.

"He's of a violent nature," she said.
