A man who attacked and sexually assaulted an 11-year-old Sturgeon County girl in 2000, will be held in prison until the absolute end of his sentence, as the parole board concluded he is too much of a risk to be released any earlier.
The parole board ruled last month that Kevin John Taylor, who pleaded guilty to the vicious crime in 2000, should be held until the absolute last day of his sentence in January 2013.
In September 2000, Taylor pleaded guilty to the kidnapping, sexual assault and unlawful confinement of the Sturgeon County girl and was sentenced to a 12-year prison term.
He went to the young girl’s home pretending to be an interested buyer for her family’s home.
Once inside the house, Taylor forced the young girl to the ground and duck-taped her hands, mouth and eyes and then took to her a remote field and sexually assaulted her.
He left the girl, bound by the tape, in the field and told her she was being watched and should remain there. He even went so far as to make phone calls to a fictitious accomplice
He was released on parole in 2008, to take part in a treatment program, but when he got through the first part in an institution and started moving into the community he quickly fell into old patterns.
He lied to women he encountered and began misidentifying himself. More concerns were raised in April, 2009 when he apparently harassed a woman on a bus.
The parole board returned him to prison and last month’s hearing confirmed he will have to stay there until his sentence is over.
The board said it appeared Taylor was doing nothing to rehabilitate himself.
“You had several opportunities to participate in sex offender programs as well as the sex offender maintenance program. Your case management team concluded you still present a high risk for both sexual and violent recidivism.”
They also found, his plans for his release lacked insight into his past. Taylor told the board he would focus on finding a place to live and avoiding gambling, which he said had contributed to the attack on the girl.
“You described how your index offence started off as a kidnapping idea to get money, but turned to sexual assault through your ‘all or nothing’ thinking at the time.”
The board concluded Taylor remained an untreated sex offender who presented an unacceptable risk for release and had only slipped further from rehabilitation.
“The board considers your actions over the past year to be a movement backwards in any plans to be successfully reintegrated into society.”
