Graffiti victims shouldn't be fined

I am writing about the approach the city is taking towards graffiti. If I understand it correctly, someone commits a crime but the victim is responsible for cleaning up the mess or they get fined for being a victim of crime.

If I understand it correctly, someone commits a crime but the victim is responsible for cleaning up the mess or they get fined for being a victim of crime.

I would like to offer one solution to the problem — why doesn't city council offer grants to each business vandalized to install security, motion sensors and cameras to those areas most affected?

Then the authorities could actually fine the real criminals and not the victim. I am sure there are those privacy buffs who will not like this idea because it infringes on a person’s privacy to commit a crime, but isn't it time that the victim get some support as I believe the justice system certainly offers lots to the criminal.
